Is it normal that Mondaiji-tachi ga Isekai Kara Kuru Sou Desu yo? has DVD sales mentioned here but neither the 2013 Per-Volume Sales Listing or the Winter 2013 Vol. 1 Ranking seem to include those DVD sales (and http://dvdbd.wiki.fc2.com/問題児たちが異世界から来るそうですよ? says that none of the DVD ranked)?
DVDs never formally ranked in the top 100. However, Vol. 3 DVD can be very closely estimated at 440 based on two ranked titles around it:
— (117) *,483
— (124) Mondaiji-tachi ga Isekai Kara Kuru Sou Desu yo? v3
— (125) *,435
So we know it was between 435 and 483, and it was one spot above 435 so it should be very close to that. When we have a very narrow range like this, I will accept the estimates as worth including, because we can only be off by a couple dozen at worst and it’ll be much closer to the truth than 0. DVDBD wiki doesn’t use estimates like that. Which is fine, but I think it’s better to do, especially if it’s our only shot at knowing how the show sold on DVD.
The v1 list doesn’t mention DVDs because we only have anything close enough to estimate in v3. And they are counted in the per-vol list actually – notice that v3 is higher compared to the volumes around it. That’s because of the DVD estimate.
Wouldn’t it be preferable to use the lowest possible estimate?
In that case that would be 436. Especially in this case, when they’re just one spot away, the single disc difference is just as likely. If you do that, it will be simply impossible to doubt your data.
I tend to prefer round numbers when estimating. 48 disc difference between the two points means on average of 6 discs between each spot. That’d be 441, rounded to 440. Only having 1 disc difference between spots in the top 300 would be the exception rather than the norm. I want to feel confident of being within 100 discs when accepting an estimate, and here we’re talking about only 4 discs, so, it’s way within my tolerances either way.
This is a case where “lowest possible” and my guess are virtually identical. There are other cases where it’s more like
120 *,450
140 [some release]
160 *,300
And in a case like that I’d definitely rather go with 375 than 301, even though it could be anything from 301 to 449.
All that said we never really get >100 lists anymore and the Animation-only Top 30 often covers down to #150 or almost #200 even in the All-genre list anyway, so I can’t actually remember the last time I used an estimate for anything. It’s not like in the past where thresholds were often in excess of 600 and a significant chunk of sales could be lost to the DVD thresholds.

There are many factors that go into deciding if a show will get a sequel. These relate to the original intention of the show. For example, if Kadokawa makes a series to promote a light novel title, and they feel there’s still room for growth of the novels, a sequel can be greenlit. If the editorial board of the label feel the title has reached its peak and no additional seasons would raise enough additional sales of the novels, there’s no reason to greenlight another season in favor of another title that would see growth of its sales. Aniplex and King Records are in charge of promoting their disc sales first and foremost, so titles led by them depend more on those than associated print material.
However, anime itself is not always merely a promotion. As noted in the spreadsheet, there are several series with a TV station at its helm. If they make an original show (or mostly original), then there may be additional seasons if ratings are high enough to justify the costs (eg. Log Horizon and Phi Brain being funded by NHK or Gatchaman Crowds from NTV). Thus the answer to “Is (blank) able to get a second season?” is nearly always “look at the committee and see if the first couple of companies got their investment back and see stabilization or growth possible with a second season.””
Hajime no Ippo’s 3rd season was financed by NTV and VAP, meaning they wanted to see ratings more than disc sales. So your thought of “it sold poorly, thus no 4th season” is incorrect. It’s something that they can continue to go back to when more content is available and they likely will.

Yes he’s referring to TV ratings, i.e. how many people are watching it and thus the ads (and maybe the programs before or after if the station is lucky).
Ratings are irrelevant for most late night anime with their ~1AM airing times but for some other shows airing in mornings/prime time they do matter.

They’re generally not too important for big shounen manga adaptations like that, no. But if they do sell well (like Gintama or the first few arcs of Bleach), then hey all the better. It’s just by no mean a requirement for the adaptation to be considered successful.

TV ratings? They get reported each week, but since I don’t follow them I don’t know exactly where. There used to be a JP site like this for TV ratings but it died a ways back.
